The Mahatma Gandhi Central University (MGCU) located at Motihari (Bihar), affiliated to the University Grants Commission (UGC), will perhaps be the first institute to conduct exams via WhatsApp.
The University has issued an order regarding the conduction of mid-sem examination through WhatsApp as the university is shut due to Covid-19 lockdown.
The UGC has not given any guidelines in this regard.
The UGC last week had constituted a seven-member committee, headed by Vice-Chancellor of Central University of Haryana R.C. Kuhad, to look into the possibility of conducting online exams and continuing the academic session. The committee also seems to be against the idea of conducting online exams, as it feels India does not have the required infrastructure for it. The committee yet to submit a report and there are no instructions or guidlines from the committee on conducting online exam yet.
Question papers to be sent to students on WhatsApp
According to a notification issued by the university on 14 April, a copy of which was accessed by News4University, the mid-semester examination will be held on four dates — 17 April, 18 April, 19 April and 20 April with 10 marks for written and 10 marks for the personal interview.
The notification said question papers will be sent to students on WhatsApp. They will have to answer the questions on an answersheet, sign on every sheet and then scan and upload them on WhatsApp in PDF format.
Once the written exams are over, a new schedule for personal interviews will be given to the students.
Rohit Mishra, a student union representative at the university said,“Deep-root conspiracies are being hatched to ruin MGCU, while country is battling the corona virus at the same time examination is being conducted through whatsapp as a medium bypassing the guidelines of UGC. Is the vice-chancellor trying to make MGCU India’s first WhatsApp university when the UGC has clearly said that online exams are not possible?” He further added,“ There is no rule in relation with conducting exam through Whatsapp in university ordinances. This is the gross violation of UGC norms.”

Another student Nikhil Thakur said,“This is not the way to conduct exams. They can give us assignments instead. There are lot of students who live in rural areas and do not have the access to internet all the time.”
Vivek Raj, a student of B.Com(hons.) said,“We do not have the internet connection, due to it a lot of inconvenience has to be faced while appearing in the examination.”
Several students who did not wish to be named said,“Students are being forced to install Zoom app in their phone despite the Government of India advisory not to use Zoom app. They further added,“There's no rule about conducting exam through whatsapp in university ordinances.”
We were unable to contact MGCU adminstration but our News 4 University team is still trying to contact administration for their comment on this issue.
